THOUGHT: Changes in water quality are primarily a reflection of what happens on land---around the shoreland and within the lake's watershed.

LOW INTEREST LOANS FOR SEPTIC SYSTEMS

Low-interest, 3 percent loans are available to landowners in Cass, Crow Wing and Wadena counties to repair their existing failing or non-conforming septic systems.

The primary goal of the program is to improve the environment by replacing non-compliant systems. This cooperative program is supported by the Region Five Development Commission, Minnesota Department of Agriculture and Cass, Crow Wing and Wadena counties.

There are no income limits on these loans and repayment can take up to five years. There is an $8,000 maximum loan amount and applicants must be able to show repayment ability. Loan applications are reviewed monthly.

Individual septic treatment system projects must meet one of the following requirements:

* Relocation of a septic system out of an environmentally sensitive area.
* Repair or replacement of an existing septic system that does not conform with the provisions of the Minnesota Rules Chapter 7080.
* Replacement of a septic system that is failing or non-conforming.

QUOTABLE QUOTE:
We don't manage resources, we manage human behavior.  The resources will take care of themselves just fine.  It's the human influence that we interject on the resource that causes the problem.

John Sumption, Assistant Director of Environmental Services, Cass County.

Property Owners Please Note:You MUST provide a road to your property wide and high enough for the passage of fire fighting equipment and sufficiently cleared of snow for Fire Fighters to access your buildings.  Wide enough means no less than 12 feet (20 is better) clear of brush, trees and other obstacles. The clear height of the road must be no less than 12 feet.   Cleared of snow means plowed to the same 12 foot width.  Your insurance policy may not pay you for fire damage if you do not provide this access to your property!
